Applications for a new Licence for a House in Multiple Occupation must be accompanied by four sets of plans of the premises to a scale of 1:50 showing:-
a) Section of the building showing heights to each floor from ground level; and
(b) Floor plans providing the following information:-
(i) the layout and use of all rooms with details of all cooking/sanitary/washing facilities provided therein;
(ii) the location of heat/smoke alarms or a smoke/heat detection system; and
(iii) the location of half hour self closing fire doors.
NB: Plans are not required for applications in respect of existing Licences as no changes should have been made to the living accommodation unless a variation application has been approved by the Council.

A Premises Licence is required to sell alcohol from a premises on a day to day basis. The Licensing Board will expect any applicant to understand the licensing requirements set out in the Licensing (Scotland) Act 2005 and all other relevant primary and secondary legislation. In addition the Board will expect applicants to be familiar with the terms of the Board's Licensing Policy Statement. You do not need a solicitor to apply for a licence but you may wish to consider taking independent legal advice before applying for a licence.
As part of this application a layout plan will be required which clearly illustrates to scale the premises in question. Each layout plan is to be drawn:
a) In a scale where 1mm represents 100mm (1:100) or
b) In such other scale as may be agreed between the person submitting the plan and the licensing board to which it is to be submitted.
A layout plan– should show:
· the extent and dimensions of the boundary of the building, if relevant, and any external and internal walls of the building and, if different, the perimeter and dimensions of the premises to be licensed (including outside drinking areas);
· the location and names of any streets surrounding the premises from which members of the public have access to the premises;
· the location and width of each point of access to and egress from the premises;
· the location and width of any other escape routes from the premises;
· the location of any equipment used for the detection or warning of fire or smoke or for fighting fires;
· the location of any steps, stairs, elevators or lifts on the premises;
· the location of any toilets on the premises (identified as male, female or disabled as appropriate);
· any area on the premises set aside specifically for the use of children and young persons; and
· any area on the premises to which children and young persons will have access.
· the location of the area or areas to be used for the display of alcohol;
· the maximum width and height (in metres) of the frontage to be used for the display of alcohol within that area or those areas; and
· the maximum linear measurement (in metres) of any displays of alcohol outside the frontage referred to in head (b).
A layout plan should confirm
· The use or uses to which each part of the premises will be put (under reference to the activities identified in the operating plan).
Each plan should also include a legend through which the matters mentioned or referred to above are sufficiently illustrated by the use of symbols on the plan.
